What't the meaning?

hqt108

China

In Wuthering Heights, when Cathine and Heathcliff had decided forgive each other,Nelly described:At least, I suppose the weeping was on both sides; as it seemed Heathcliff could weep on a great occasion like this.
Here, I can’t understand what does “as it seemed Heathcliff could weep on a great occasion like this” mean.Could you give me a hand? Thanks in advance!
